Dr. Betruger was a known past associate of Commodore Sivick before his career in Starfleet. Apparently the two had stayed at the Daystrom Institute together at one point and knew each other professionally. While then Dr. Sivick left to pursuit other interests, Betruger stayed on, eventually attaining the position of Director of the institute.
Not much is known about Betruger's activities while director. However, it can be ascertained that by the time he had gotten his hands on the silicone based insect bioform the Nezzer encountered, he had been corrupted in some way. He saw potential in the creatures and immediately started genetic engineering to see how far he could push them. He even managed to create a new strain of the insect, a parasitic like version that would attach to a host and link the victim's brain directly to the Queen's, thus turning the subject into a zombie like puppet of the hive. In this manner Betruger compromised many important scientists at the institute. Fortunately for the federation, many of the scientists managed to recover fully after the queen was later destroyed.
The USS Lexington under the command of Captain Sivick stopped by the Daystrom Institute during the infestation. Betruger lured a team down and kidnapped Captain Sivick, putting up a shield to defend the outpost from attack. The Daystrom Institute has formidable defenses, and they were not easily bypassed. The USS Lexington was able to use tunnels the insect hive had made to go under the shield and assault the facility, killing many of the mutated insects and stunning the infested personal. Once they brought the shield down they located the location of the mutated Queen. Having grown too large to assault from the ground, the USS Lexington opened up an orbital bombardment of the building that housed it, destroying the creature. Betruger attempted escape in a shuttlecraft. The Lexington moved to intercept but Betruger was beamed away by a Romulan Warbird which fled the scene. Intel now suspects the Warbird was under the control of rogue elements of the Tal'Shiar, which Betruger was later known to associate with.
Next encounter with Dr. Betruger occurred during a delicate first contact situation. A powerful race known as the Protoss was encountered on the border of Federation space looking for a sacred artifact of theirs. The artifact, designated as the Khalis crystal, supposedly contained great power. The USS Lexington negotiated with the Protoss, that they would respect the federation borders and let them find the crystal for the Protoss. The Protoss agreed, suggesting a trade in return for the crystal. The crystal was later located underground on a class P planet (80% surface glaciated, sparse but hardy flora and fauna, otherwise, a cold but livable ball in space). While retrieving the crystal the away team was ambushed by Romulans and the crystal was stolen. Analysis showed that the Warbird's warp signature matched exactly the one that assisted Betruger's escape.
While looking for the Warbird, the Lexington was pulled to assist in another matter. Pirates had been raiding federation colonies near the Romulan neutral zone and kidnapping colonists. Having patrolled in Romulan space before and dealt with pirates before, the Lexington was assigned to recover the colonists and put an end to the pirate threat. The Romulan military being spread too thin to deal with it themselves authorized Starfleet to deal with any rogue elements of their fleet we found. The Lexington managed to bring in some Klingon reinforcements and went hunting, managing to capture one Romulan Warbird and destroyed 3 pirate light cruisers. However, the crews were largely non-Romulan. Enthusiastic interrogation by some of the Klingons revealed that Betruger was pulling the strings from a planet outside of federation space.
The USS Lexington immediately headed to Betruger's planet and attacked the ground facility. The facility was heavily defended and several waves of cloned genetically engineered soldiers were sent to attack the Starfleet officers. Fortunately Betruger did not have enough time to produce many of the final version of the soldiers. Inside, the colonists were found in stasis chambers so their DNA could be drawn on over and over to produce the clones. Betruger was also found, mutated himself. He had enhanced every one of his physical attributes, though had come to appear monstrous in the process. He had even painstakingly infused his flesh with a dilithium crystal matrix that would allow him to absorb phaser fire that would have killed a normal being. The deranged madman was in the last stages of his experiment. He believed if he infused himself with the powers of the Khalis crystal that he would become "a god". This stage had obviously not come to fruition yet, nor was it likely to succeed in any way shape or form. The Khalis crystal itself was protected by powerful force fields. Once they were brought down, Betruger was lured to the crystal, and the fields were reactivated, depriving Betruger of air. He eventually passed out and was restrained and the crystal recovered.
Betruger's facility was destroyed with his abominations, the Khalis crystal was taken back to the Protoss, and the colonists were returned. Betruger himself was kept sedated while the medical staff removed the crystal matrix from his body and began to administer reverse gene therapy to his cells. Betruger eventually returned 98% normal and was put on trial for his crimes. He now resides in a maximum security Federation prison.
Next encounter with Dr. Betruger was a virus that infected Captain Sivick tailor made to his DNA. The virus was located and eliminated before any serious threat was posed to the Captain. This occurred while Betruger was in prison, postulating that the Captain was infected while he was captured.
Most recent encounter attributes a possible computer virus of the USS Lexington A and the hallucinations of two crewmen to Dr. Betruger. Only link to Dr. Betruger was the hallucinations the crewmen had were of Dr. Betruger threatening them and now Commodore Sivick. There was no hard evidence linking Betruger to the virus or the hallucinations, though one of the two afflicted crewmen had never met Betruger before and had no idea who he was but was still able to call him out by name suggesting the hallucination was manufactured somehow by Betruger. Again, this event occurred while Betruger was in prison. Investigation is ongoing.
Dr. Betruger has been diagnosed psychopathic and extremely dangerous. Is consumed by the quest of perfection and gaining power for himself. Counseling continues but outlook appears bleak. Lifelong imprisonment seems probable.
